not a chance GT series are Super CPU demanding(4.0~5.0Ghz)....don't expect best config and best speeds on your weak PC.
get a new PC now w/c can unlocked up to 5Ghz...or stay at your PS2 for the moment.
Main PC1:i5-4670,HD7770(Active!)

youtube videos aren't reliable in terms of FPS since they are played @50/60 fps automatically
but it doesn't mean that it's the actual gameplay speed
and yes, some CPU may be overclocked to 5Ghz if using proper cooling system.

GT3 & GT4 are very demanding and your PC may not be up to the task.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

yes there is i5-2500K or i7-2600K can unlocked by 5Ghz.
buy one of that processor and see for yourself and feel unleashed Tongue

if you don't believe me then don't expect that much on your weak PC stay low FPS or play on your PS2 if you have enough on your weak PC.

I tried GT3 on my laptop before (2.8Ghz Core 2 Duo).

With some hacks, it could run ok. Even as much as full speed, but cars on-screen were the real trouble. I spun out into the grass once, and the framerate went single digits on me as the pack of cars went by. Laugh

Core 2 at those kinda clocks can be good (or workable) with a fair share of games, but not anything considered so "heavy" as the Gran Turismo games are. Smile
