1.6ghz processor? And I think that's an integrated GPU... so highly unlikely.

Well you could try.
First download the ancient PCSX2 0.9.6 You surly get something about 10-15 fps so don't say here that why you are getting slow fps.
also you need use FPS skip at an ratio of 1:7
