Yeah, If you have enabled those speedhacks I told you and your EE and GS is so high then your pc is simply too weak.

You could try overclocking the CPU because it seems you are being held back by you CPU although it's also very demanding GPU wise.

Otherwise you will have to upgrade.

What are your FPS when at a demanding part of the game?

To fix the brightness try enabling the "Aggressive CRC" to find it goto Config>Video>Plugin Settings then click configure and tick the box.

Your hardware specs - CPU, Graphics Card, Memory, Operating System.
The version of PCSX2 you are using.
Any non default settings you are using.

That's going a little too far, especially with the first part. Also there is no need to remind people of the rules which they should have read when they signed up.
