Having issues running NFL 2K5.

so i have a OC'd FX-8350 cpu @ 4.4ghz and a OC'd EVGA GTX 970 SSC gpu yet when i get into a game of NFL 2K5 the frames stay at around 40fps and i have no idea why. whenever im not in a game the fps goes anywhere from 60 to 100. ive watched countless youtube videos of the settings im suppose to have and none of them work. could it be that i downloaded a bad iso? (im new to this) somebody please help me out because 2k5 looks great in 1080p.
