No.

Don't add it to the second group of 8. Just the first one. The one after EE.

And don't forget to change the CRC to match your game's!

Ah... reading your tutorial I thought it would be the same. How do you get those values? By finding the same cheat in both systems and substracting or is there a smart and easy way or some kind of conversion table?

simple math.

What you need:
cheats you want to convert
a common code between 2 regions (MUST work for its respective region)
a hex calculator (for windows users: ALT + 3 when calulator is open. also choose HEX, not DEC)

money is ALWAYS the easiest one to find, so most people use that

SLUS_212.07 is the name of the elf file(Stands for executable linkable format. Think of it like EXE on windows) on the disc as well as the games unique code. Just think of it as a unique identifier.

the max gold cheat doesnt work, but when i load the game it doesnt give any cheat errors, any idea what i did wrong (made sure to save file as the crc .pnach

Did you change the crc inside the pnach?

Does it say anything in the log like:

"1 cheat loaded"

or similar?

(BTW I don't use cheats, but widescreen cheats and I am assuming the readout is the same)
