You want at least a 3.5 GHz Core 2 Duo CPU for this game, not much you can do about it with your current hardware.
Core i5 3570k -- Geforce GTX 670  --  Windows 7 x64

be more specific on your computer parts otherwise it won't help
what brand name and model of your processor,ATI of Nvidia and it's model code of the video card
if you have XP 1gb ram is enough, if you have vista/7 you need 2GB ram.
Main Hub:i5-4670(3.4Ghz Factory Clocked),ATi Radeon HD7770(GDDR5+128-bit+1GB),Win 10 SL(x64),ASUS H8M-E,8GB DDR3 RAM

The hardware will not run VP2, no matter how you interperate it.

Use all speedhacks, and native in gsdx settings. It's best what you'l gett.

Any Core 2 duo can run the game if you have that core or at least any processing core that can support sse2 or better yet ssse3
Minimum ram would be 512 MB
64-bits recommended<-Explain?
64-bit PC's process more than 32 bit pc's... basically 64 bits (through research) can handle large file processes and can multitask better than 32(x86) bits.
Graphics clock should be at least 300+ Mhz to recieve good results.
Irony happens to some graphics cards... Take note
I have two GPU basically nvidia 7600 GT & nvidia 9400 GT XFX playhard
Through benchmarking 7600 GT runs at 120+ frames Dx9 while Dx10 9400 GT runs at 33+ FPS.
Also take note that DX9 is faster than Dx10 and dx 11 is faster than dx 9
so DX10 or DX10.1<DX9.0c<DX11 when it comes to performance and graphics render
Core 2 Duo E4600 @ 2.40 up to 3.20 Ghz<-Due to clock multiplier by Gigabyte technology
Gigabyte Motherboard GA-G41M-ES2L
Nvidia 9400 GT (XFX)
Windows 7 Ultimate 64-bit
4 GB RAM

So assuming you have 32 bits (for most) OS is winXP...
Dual Core CPU aka Celeron<-codename @ 2 Ghz
GPU having 512 Mb with a clock of ____(you didn't state it)
You can most likely play 2D games @ a NEAR perfect 100% speed
Play 3D games with an FPS of 14-40 (depending if high graphics game)
Low graphics 3D game = higher FPS
High graphics 3D game = lower FPS
You figure it out cuz i don't know what games you have xD

Nvidia... Whats the model of your Nvidia GPU
EXAMPLE: Nvidia 9400 GT
Yours is Nvidia____ what model?
BTW
Core 9% and changing tells you the status of your processor usage.
Thats of course in task manager.
If your task manager says core 10% and your CPU is 2.0Ghz
then that means at that minute or second you are using 10% of 2 Ghz Cpu
This has nothing to do with the pcsx2
