you gained 300MHz, you will gain maybe 10fps with speedhacks.
don't expect more

Menus will always be faster because the emulator has to render almost nothing. In the ring pcsx2 has to render a lot more, making the emulation go slower. Upgrade your video card if you want better performance.

Use the speedhacks and you may want to buy a new videocard too.
