Hello Friends!.
after upgrading my pc from XP SP3 to Vista Ultimate SP1 emulator started giving me this error with 1400 revs onwards
and with other svn the plugins gives me error.

have any idea why?

I could be way off, but I'm guessing that error message means something like
"There was an error initializing the application, the configuration is not correct. Consult the event log of the application for more details."
Make sure you've installed the latest DirectX9 files and the C++ package, linked to here:

Hopefully that will help.

thank you very much for the quick reply, the only thing I lacked was the Microsoft Visual C + + 2008 SP1 Redistributable Package (x86)
