How can i increase FPS??

When the game is loading i have 25-60 fps and and when the battle starts i have 2 fps.The game really is running low.Can you help me?Please

Hard 320 GB

I think there is no way around but to upgrade your sys specc. Just by config I don't think it will run at a constant fps for smooth gameplay.

and it's obselete obviosly may run very slow including in MMOs such as Cabal Online.

What did you expect?
there is no way to get decent fps in PS2 Emulation on this machine...

It struggles even with older PC Games from 2004 and up.

Buy a PS2 if you can afford ~100 Euro.
