How does framliting work?

this is the problem. VU cycle stealing gives you wrong fps readings. That distorts your sound, and makes turbo mode ineffective.

Unfortunately there is not much you can do except playing this game on your real console or buying a better pc - sorry.

Even more unfortunate than not being able to play on your pc is if you don't own your own ps2. This makes emulating the ps2 illegal.
So hopefully you beat the game but I wouldn't expect much support for the future...

Using a BIOS file with PCSX2 which you have downloaded from the internet or from a PS2 console you do not own is illegal. You must own the console the BIOS file came from (even if it's broken) to be legal.
