Turn on speedhacks and put resolution in gsdx settings to native.
are you running in batteries???
be remind if battery life is low then-so the CPU will slow down too.

Try a little VU Stealing, or EE Cyclerate increase (in the Speedhacks).
Your GPU is a weaker one,
so sometimes low-res just isn't gonna be enough.
You could try less than native (e.g. 384x384),
or allowing 8-bit textures (in the GS plugin settings).
Don't be surprised if your laptop can't run some "heavier" games.
I'm not sure what model i3 that is,
but they typically are on the slow side.
