I downloaded Qt6Network.dll and i still cant open it. What could the reason be?

If your OS is older than Windows 10 1809 (like Win7. Win8/8.1 or pre-1809 Win10 builds), then forget it.
QT6 drops supports for those OS (You still won't be able to launch it even with the DLL workarounds AFAIK).
Also PCSX2's fastmem feature carries the same minimum OS requirements.
