I have horizontal lines in cutscenes while playing Persona 3 FES

When I watch a cutscene it looks like I'm watching them on a old box TV. I have black horizontal lines In some frames of the cutscene, but not in others. Could it be something to do with the copy of my game? I have tried using the "Forced rendering when in FMV" option. I also installed a mod Called "simply better FMV's" and neither worked 

Specs:
1440p 144hz HP Monitor 
i-5 10400f
1660 Ti
16gb of ram

I have also tried changing my Deinterlace and still to no avail it is not fixed

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.

I played up until the issue occurred twice and made a save state. But I do not have anything in my logs folder. Is there something I'm doing wrong and should do differently?

It was the "Use software renderer for FMVs" But I thought I had disabled it since it did not work

I have compared my game play with others on youtube. some people have my issue and others don't. I assume I'm just the only person knit picky enough to care
