Yes, I've read the recommended specs for the game. But yet even the "Playstation 2" title screen runs slow for me!
I have a
Dual-Core @2.7 GHz CPU
NVidia GeForce 8400GS 256MB DDR3 GPU
4GB of RAM
500GB HDD
32-bit Windows 7 Ultimate

Sorry for being a huuuuge newb, but it's just that my PS2 broke recently and I really really have to beat FFXII

I'd think it's the GPU, it just plainly sucks. I can barely run Oblivion on High

Uh, it's your GPU & CPU. Both are to weak to achieve 100% FPS at all times.

Can't say for sure without knowing what kind of dual core it is.
2.7Ghz with a Core 2 Duo would do fine.
(but Core 2 don't come at 2.7Ghz)

Core 2 Duo @ 2.7GHZ would be fine for SOME games.

However, even Final Fantasy X, one of the easiest games to emulate gets slowdowns as low as 40FPS on a 3.4GHZ Q6600. Given the fact that he has a Laptop, or at least one that is as powerful as a Laptop...and 32bit Windows 7, I'd say his rig may be a few years old...so I doubt it's an i5 or i7.

But that would still be just cutting it. Enough for 100% FPS alot of the time, but sometimes it will dip.

Question is, can his processor hit 4GHZ, does he have cooling, and does he know how to OC it?

Do remember that the benchmark scene on FFX-2 is one of the most CPU heavy scenes any game can produce (thus a good choice for benchmarking) so getting 60 fps there is much more than 'just cutting it', it will be more than enough for most games.

Actually, it was chosen, I believe, as the topic says because it is a very common game that alot of people own. Sure, it's CPU intensive, but FFXII is no slouch in the graphic department. It had slowdowns on an actual PS2. He won't have any over-head.

FFXII =/= FFX-2 nor FFX
=/= - does not equal to;P. OP asked for XII and you're confusing the topic with X and X-2 among the lines. ;P X-2 cutscene is much heavier than XII, and that benchmark is in software mode to begin with, surely no 4ghz needed, around 3ghz at most with some speedhacks which work fairy well with XII, if that only would be quad then even less by another 500-700ghz with mtvu.;P If that's E5400, it can be probably OC a bit without much problems soo it shouldn't really be an issue.

Anyway for OP - keep far from any low end gpu's, it being new will not really help you if it'll be another awfull slime-speed office optimized(lol) one, get something at least around GTX460 for nice experiences. XII is very uneven on requirements based on location and special effects, summons and quickenings need alot of power;], through the game is easy to complete without using any of it soo no monster gpu needed either.

I used to have the 8600 GT 512MB and I thought it was crap. Even at native resolution, it was still a bottleneck... But you can try the speedhacks and enable the "Allow 8-bit textures" in GSdx plugin.
