AVX2 is only useful for slightly speeding up software rendering. Maybe 1-2 FPS.

Blyss, ahh thanks, then AVX2 is no better than AvX or SSE4.1 in PCSX2. (I suspect)
But I'll buy a 4th generation Core i3 anyway.
The graphics card yet. But really do not know what to buy. Nvidia or AMD in the future. There are expectations of prices following a price reduction nVidia, but AMD is moving a lot with mantle in other games.
I should do (I like nvidia more ...)

Go with whatever you want GPU wise. Any modern mid range or higher GPU is plenty for PCSX2, even with heavy upscaling.

Maybe one should mention that many i3's will have problems with pcsx2...

A Core I3 4370 is good (3.8 ghz), but if I try to record my game, it would be slow
if spending a little more could buy a core i5, but the difference would be low because all cores are not used without problems occur
