I think I found a good sub 1k PC to play most pcsx2 games, thoughts?

No it's not. I had a faster Core2Duo than that and it was enough for more than 50%, but definitely not anywhere near 95%.

I didn't realise GT4 is 95% of all PS2 games. Your point is BS.

GT4 isn't one of the most demanding PS2 games. It can be really demanding on higher than native resolutions at the start of a race and certain parts of the game are more demanding than others. Just the fact a CPU can run GT4, does not mean it can run any demanding game.
