I'm new to this and don't know what's wrong.

I have a windows 8.

When I try to install it gives me this.

From there when I click yes It brings me to a windows 10 update.

When I close the browser I also get this.

Hmm, wonder if they got rid of the websetup completely now. Try the full thing from here: https://www.microsoft.com/en-gb/download...px?id=8109

I did but it didn't work because it couldn't find the "dsetup.dll". Where do I put the "dsetup.dll" for it to find it and what do I do with the rest of the files?

It will all be in the files it extracts, dsetup.dll is in there.

Make sure you extract it somewhere like C:\DXSetup so there are no issues with windows protections.
