What was already said is you'll not going to get that game playable as you want so soon.

I really love Fallout universe and can wait before this game will be playable as long as needed, it worth it!

Weird, it should work, this cheat forces an unused 60Hz video mode on the game which is known not having that common issue you posted. If I remember correct, you can trigger that video mode using the debug menu cheat too, but I dont have that cheat anymore.
