# Description:
Opening Notepad++ while PCSX2 is emulating a game causes the emulation to halt and all PCSX2 windows for that emulation instance to halt. The PCSX2 process can be seen using CPU resources after halting but is completely unresponsive. PCSX2 can only be closed forcefully via taskmanager or the taskkill command in a command prompt once this hanging state is reached.

# Additional Scenarios I Tried:
Opening Notepad++ while no emulation is taking place has no effect on PCSX2.
Starting an emulation while Notepad++ has no effect on PCSX2.
Closing Notepad++ while an emulation is taking place has no effect on PCSX2 (either halted or not halted).
Opening Notepad++ while no emulation is taking place, starting an emulation, closing Notepad++, and reopening Notepad++ will halt PCSX2.

# Additional Information I Think Matters
The three games in the title are the only three I've put into PCSX2 so far and they all do this. At first I noticed it with Digimon World 3 and thought it was just an artifact from the PS1 emulation being fairly new, but then I quickly realized that GT4 and RC2 were doing it as well. If intuition is correct, I would venture to say that this is an issue with (at least) all NTSC games, but I think the issue goes beyond "game compatibility". I think the issue here could be stemming from the two programs butting heads over a shared library, maybe?

Can't reproduce this on my end. There's not even a moment of slowdown whatsoever while opening Notepad++ in the middle of emulating a game here.

Running on 1.5.0-dev-1676.

Think it could just be an environment issue then? Perhaps related to which Visual C++ versions I have installed? I know the Git builds rely on 2015, but I also have 2013, 2012, 2010, 2008 and 2005 redistributables on my system.
