Is the MTVU hack working?

I'll start with my system specs. They are:
CPU: Q6600 at 3.2Ghz
GPU: HD4870X2
RAM: 4GB DDR3 @ 1280Mhz

Anyway, I have PCSX2 svn 4942 with all speedhacks off except the MTVU hack enabled and I'm trying to play Dragon Quest VIII but notice I am still getting a LOT of slowdown (32 or less FPS). I looked at my CPU usage in the task manager and see that PCSX2 is only using 22% of my total CPU. I set the GPU scaling to "native" so I know I'm not overloading my video card so my question is whether MTVU is even working for me or is there something else about Dragon Quest VIII that causes a bottleneck on something that can't be threaded out.

what do the EE% and GS % say when you get those slowdowns ?
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

some games doesnt like MTVU hack, probably get crashing ingame or slowdown, one game i already test and give slowdown fps is dawn of mana but almost games i have get positive impact and give boost fps.

EE% goes between 11% and 37%:
GS% goes between 10% and 28%:

What's odd is that during the title screen (which is an FMV), the EE% goes up to over 88% yet my framerate is fine.

I don't think the MTVU hack is the cause of the slowdown because the framerate is the same even with it disabled which is why I wondered whether it's even working for me.

When EE/GS and with MTVU VU threads aren't reaching 100% while you get a slowdown, most of the time you are GPU limited, decreasing internal res can help, worth trying toggling "allow 8bit textures" option too, both in GSdx config.

i haven't tested that game but mtvu works for most games..for others it won't..try what miseru99 said

Is there a way to scale it down even further than "native"?

Yes.

Enter a custom resolution below what is native to the game. (i.e. 384x384)
Native is typically like 640x480, but you can see what it is at the beginning of the game window's titlebar.

I found it but it makes absolutely no impact on the framerate. I get the same amount with even as low as 256x256 as I did with 2x the internal resolution.

Any other ideas? Could there be a timing related bug in the emulator causing the slowdown?

I have the rig in my sig and I used to get as low as 40FPS in-game...with MTVU, I get 60, at all times now. So it helped me, for sure.
