If by "the latest" you mean "the last" then most probably no.

I don't think there will ever be a "final" version. I mean, it's open Source now, right? Anyone can add and compile builds?

There may be an Official last version, sometime, but the community will always be improving upon it. There is always room to improve. Heck, there are still PlayStation 1 emulators out there releasing new versions, even though it's damn near perfect emulation on any game.
