About why some games run faster and are less demanding, it is not so different from why PC games have different requisites also.
In emulation that is aggravated because a game seemingly easy may be so "misbehaving" that circumvents all the optimizations implemented on PCSX2 and so is emulated the "hard way".
Edit: game developers are inventive also, they may find the most out of standard way to code their games to get the last drop of performance from PS2, and that method might be something that confuses the emulator and may cause many types of problems, from raw performance drop to severe "translation" glitches.
