I assume that by "liquid" you mean "smoothly". I think that game is one of the more demanding ones for PCSX2. Maybe try some speedhacks? If that doesn't help, perhaps try overclocking your CPU.

Knowing your exact cpu would help

Liquid...Try in the native resolution, but gran tuismo 4 its very agressive game.

Based on the clock speed it's an FX 6100 - a six core bulldozer.

You will need to hit at LEAST 4Ghz to get good results out of that.

read my signature,
it has everything you need to see what components you have in your pc, just in-case you are not sure Smile
Not sure what graphics card you have, it's memory bandwidth,
it's temperature, fan speed, what pixel shader it has
try TechPowerUp's gpu-z

Not sure what your cpu is try cpu-z

but i think that the hardware is not the problem because i have

speedhacks will fake fps counter even if you are effectively getting 20 fps.

your GPU is fine, and you could easily push GT4 to 3x without too much problem.
the real problem, as said above, is your CPU.
unfortunately, AMD faildozer is known to perform badly with single threaded applications.

Not exactly. GTX660 is some kind of minimum for 3x res and it is still not very comfortable on some combination and tracks and cars. With GTX650, max must be 2x. But with this processor it doesnt matter really...FPS will be limited from it, not from GPU.

I get hardly any slowdowns @ 3x native. on most tracks.
