You're using these non-default settings without explaining why, even though they can have a significant impact on a game.

This removes the shadow even though it is fine in OpenGL (Hardware).

I made minor justifications & clarify about for Skipdraw usage. The above setting gives a great performance while gaming even with the older PCSX2 v1.4/1.2/1.1/1.0.

Default setting in the other hand, it results with fluctuation speed & FPS (75-96% || 45-58).

I used to run with a GTX750 SC 1GB. Have you considered that the "speed fluctuations" you are encountering may be because your GPU is a bottleneck instead of PCSX2? I never encountered anything so drastic that required me to mess with EE/VU cycles; but the 750 did have its' issues - which was why I upgraded later on.
