Just curious - why pcsx2 need the image to not be used?

let's go build it

PS: You are only giving easier access to the plugin menu, good thing. But nothing was done for the "real" confusion cause, the "Iso" button.
Code:
what I propose to test is something like:

=========================================
Iso Selector ->
Plugin Menu ->
_____________________________________________________

Use the "Iso Selector" to mount the game on the Internal ISO reader
otherwise mount it on the "Plugin Menu" and
tick the "plugin box" below

() - Plugin    - Check it if want to use a CDVD plugin instead the internal ISO reader
() - No disc  - use to access the BIOS - check off for normal play
_______________________________________________________
The buttons become checkbox

If the Plugin box is ticked, of course the plugin will be used, if it is unchecked, the Internal reader automatically fallback.

checking the "No disc" is a no brainner or at least I hope it being Smile

of course the descriptions and warnings are there only as examples and I know they can be better spelled and made more meaningful.

Actually the structure of three radio buttons can be kept, provided the function of that infamous caption "Iso" is clearly explained.

I can blame nobody mounting an ISO image being misguided to tick "Iso", does not matter where it was mounted.

To avoid messing with the structure, the above CDVD window could have almost the same saying, just make sure the "Iso" button becomes something like:

Code:
() Internal ISO reader - To use with the Iso Selector
() Plugin - To use with the Plugin Menu
() No disc - To access the BIOS, not for normal play
Imagination is where we are truly real
