KH2 FM Lag/FPS drops during blackscreen/scene change

Question 
Kingdom Hearts 2 Final Mix (ISO) runs smoothly at a steady 60fps at all times during the game, except for when the screen goes black and theres a cutscene incoming, then it just kinda goes up and down.

You can hear that the game is dropping frames (i think?) and directly after it kinda speeds up. Hard to explain Wacko

CPU: i5-2500k overclocked to 4.5ghz (watercooled)
GPU: Gigabyte GeForce GTX 760 Windforce
RAM: 16gig 1600mhz
OS: Windows 7 Ultimate

PCSX 1.2.1

Any non defult settings you use?
Core i3 9100f 3.6Ghz
RAM=8GB
nvidia GT 1030
pcsx2 version-1.3.1

Does this also happen if you play below 6xnative? For example 1xnative?

No, not any other from the ones i showed.

I tried 2x and its still the same. When i start up the game with "resume" (I have the Swedish version) the game starts at 20fps and then turns up to 60 after about 2seconds. Thats whats happening after or before a cutscene.

are you playing from a disc or ISO.

That sounds like the game is loading content fron the ISO, right? This kind of things happen to me when a sound effect loads for the same time, or a level, etc.

Are you playing from an external drive by chance?
Older USB drives tend to be solwer and can cause problems in games that load a lot of data.
Same goes for NTFS compression, make sure your ISO is not compressed (blue filename in windows)
