Kingdom Hearts becomes slow - Not using all of my cpu

Hi

It seems that on some parts the game is working slow, somewhat specific camera angles cause this.
Then I noticed that it doesnt even use all of my cpu.
When the game works at full speed my cpu is on 60% utilization.
When the game works slow my cpu is around 20%.
Tried changing some graphics and cpu settings in pcsx2 to no avail.

Using pcsx2 1.0
Windows 7 x64

Please give us your system specs so we can help you better. However, I suspect you're playing on a laptop with a balanced power-saving setting. Try ramping it up to high-performance.

Not a laptop.
CPU: Intel E8400 3.0Ghz
RAM: 4GB 800Mhz DDR2
GPU: Radeon HD4870 512MB

Edit: Just noticed it is working slow in another game (FFX2) which was working full speed before.
Edit2: Apparently my gpu util goes up to 100% on slow parts (even on native res). Don't know how is it even possible on ps2 graphics because it is a powerful one. plays new pc games at 1080p.

Did u enable powerplant to performace ...or did u update ur drivers...

No power plan. Full power on. Even double checked performance with a pc game.
Drivers are updated.

Edit: When graphics are on software mode, performance is much better.

what do the ee% & gs% say when you get slowdowns ?
when you get slowdowns during FFX-2 is this during the FMVs ?
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

Ok use native resolution and put ee to 2 and vu to 2 see its work or nt..

In ffx2 it is much less noticed. And when i wrote that message, performance in the menu was not good, but somewhat fixed itself.
Back to KH:
On slowdowns ee is barely 20% and gs jumps around between 0 and 10
Setting ee and vu to 2 did not change anything

How much fps they give u....tick mtvu and ee to 3(ee to 3 does nt cause any issue in thise game) game only lagg when a major graphically scane comes..
