Watch your EE% and GS% during lags (in the title bar in windowed mode)
You can also check cpu-z/gpu-z readings during emulation.

They seem to stay around 33-40. But when the lagspikes happen, they drop to 20.

If your EE and GS aren't hitting maximum you either have your internal res set too high or something else on your computer is hogging the cpu. have you tried disabling your antivirus?

I disabled my antivirus and the lagspikes are still there. But they dont happen as often. My EE is usually at 60-85 and GS is usually at 80.

It seems that your GPU is bottlenecking.

I dont think it is my GPU. As I have played SVR2011 perfectly before, on the same GPU.
