i am new to pcsx2 and i need more info on that x)
but is it a bad system for running PCSX2?
i need a feedback...

Your system should be enough for most games...

I recommend you to switch your OS to 64bit version as your current 32bit didn't fully use your 4GB RAM...

Speedhacks can be accessed via Config -> Emulation Settings -> Speedhacks tab

If you're talking about MTVU, download latest SVN of PCSX2 here:

http://pcsx2.net/download/development/svn.html

PCSX2 0.9.8 don't have MTVU
