Low FPS

I need some help, I am getting some low fps on Naruto Ultimate Hero 3 and Disgaea 2... when I am not moving around or clicking stuff I get around 70+ but if I start a fight I go down to 40 - 50... which is kinda bad =/

Could someone help me ? I think its probably my Pcsx2 Config...
My PC Specs:

Amd Phenon x4 2.4GHz (4 CPUs)
Gforce 9800gt
8gb RAM

On Vista Ultimate 64x

As far as I know I should get some better fps right?
