Low FPS in certain places?

When I first boot a game, the Playstation intros both stutter and drop to 20fps. It goes back up to 60 when the game starts. But when I'm playing Kingdom Hearts, for example, things run fine until I get to a cutscene where it again drops. Also, whenever I open up the start menu it drops to 20fps. I've tried increasing the EE Cyclerate and VU Cycle Stealing in speedhacks but it doesn't make a difference.

My friend has the same computer as me but with slightly lower specs and doesn't have these problems. I had him look at it and he couldn't figure out what was wrong. Any ideas?

My specs are:

Intel Core i7-3720QM CPU @ 2.60GHZ
16 GB of Ram
2GB Nvidia GeForce GTX 675M

Maybe you didnt set your windows power plan to to high performance ?
CPU : AMD Ryzen 7 3800X

You could turn on some speedhacks. They will help immensely.

Also update to 1.2.1 instead of using that old build you have.

I tried playing with them turned on and at max settings it crashed my video driver and at any other settings it didn't change anything.
I'll try updating though.

I'll try updating though.

First, update your PCSX2. The newest beta builds are here:
http://buildbot.orphis.net/pcsx2/index.php

Then, go to those places with 20 FPS, activate that box on the bottom left side of the screen on Emulation Configs and try using presets between 1-4 and see if you get better results. No, higher doesn't means "better" here, rather, the lower it is, the less problems may occur to you.

Do not use 5 or 6, they just do not help on most cases and end up crashing the emulator.

Okay, I just tried every possible combination of speedhacks and none of them make any difference. It's exactly the same no matter what settings I use.

I'll try downloading the beta and playing with the presets next.

Presets are always bad for me.
IMO you should enable all recommended speedhacks. Then increase the slider slowly.

Edit: Just saw your pics, on GSdx settings, uncheck 8-bit textures and set res to native.
