Low FPS in some areas - is it me?

Okay well, before I begin!
Specs:
Intel Core 2 Duo 6400 @ 2.13Ghz
2gb ram
Radeon x1650.

In my adventures in Final Fantasy X, I started getting low fps. I've tweaked a bit (followed some guide). But the thing that perplexes me the most is, why is it happening? I know there are a lot of mediating factors which determine the FPS. In the picture, I'm not casting any spells or in any battles..so why is the FPS so low?

Non optimal plugins and their settings? The game itself (i.e. lag to load terrain)? My system?

Should a system like mine be reach at least 40~fps or higher, and shouldn't ever be at 16fps?

Your problem is pretty clear Smile See that 99% CPU usage in the GSdx title bar? It means your GPU is maxed on load and is slowing down everything. Lowering the internal resolution or checking 'native' in GSdx will improve it.
But I highly recommend using the latest beta for better overall speed and for the ATI card fixes which might solve that problem altogether
