Maybe it's pcsx2\gsdx bug since it works fine of the PS2
Try changing pcsx2 options(EE\IOP,VUs and speed hacks)

Well, I've given that a try too. Set both to clamp none, and both to extra+preserve sign. Still getting the game stutter.
