Do you have a lot of other programs running when you are trying to play?

This is the only thing I can think of. PCSX2's ram usage is hovering right around 250MB for me, so unless he has several hundred tabs open in Firefox/IE I doubt he's actually running out of ram.
Make a thread in the proper forum and you'll get more responses.

what is your virtual memory setting?
set it to 'let windows manage' to make it easier for you.
or close other running programs
If you download the PS2 bios illegally, you are breaking the law. Courts around the world have ruled that businesses and individuals can be prosecuted for illegal downloading.
Most likely causes of Out of Memory errors while trying to boot a game are bad ISO dumps, and also a known bug in 0.9.6 that causes the Iso's ELF loader to fail with an out-of-memory error on certain games (normally FFXII is one that should work, however). Both errors originate from the ELF loader, just that one is fixable by making a proper iso, while the other is only fixable by downloading a beta version of pcsx2 newer than 0.9.6.

I use MagicISO to rip my discs. others use different programs but they all end in the same result
