In metal gear solid 2 substance, whenever the thermal goggles are equipped my fps cuts from a full 60 fps to around 25-30 fps. Is there a workaround for this?

Specs:
Windows 7 64 Bit
Intel i5 3570k Processor
Nvidia gtx 660
8gb DDR3 RAM
