...You have to own a PS2 to legally use the emulator. Part of the rules.

But I bought the game. Even if I don't have the System to play it, I bought the game CD. I think that's all I need to use it legally.

PCSX2 requires your console's BIOS, which is copyrighted Sony software.
If you use someone else's BIOS, that's breaking Sonys copyright and we can't support you.
Edit: Just to make it clear, I would love to have PCSX2 working without the BIOS dump but unfortunately that's a very complex thing to do and no one got really far with it.
