just a question : did you at least try 1.0.0 stable ?
which version of MC3 are you using ? (PAL/NTSC, DUB Edition/REMIX)
CPU : AMD Ryzen 7 3800X

I dont think its problem of my hardware, i think it is good enough to run the games

Midnight club 3 Dub edition REMIX (NTSC-U) "DVD5" i dont know what the difference about "DVD5 and dvd9"
