try using MTVU hack to get a better performance (or) use sw mode +3 rendering threads to get the best out of the processor and, post your gsdx setting's for indepth-analysis.

GDSX settings:
Adapter: Nvidia gtx 560 ti
Renderer: DirectX 11 (hardware)
Interlacing (f5): blend bff (slight blur, 1/2 fps)

D3D resolution: I've tested with the native resolution / 3x native no fps change. (which means is a cpu bottleneck right?)
FXAA enabled
Texture filtering enabled
8bit texture enabled
Hacks: half pixel offset
wildarmsoffset
nvidia hack

I have no speedhacks enabled, because it cause some freeze.
