NTSC vs PAL speed question

I have a question regarding PAL and NTSC games.

NTSC games runs at 60fps natively, while PAL run at 50.

Is it basically the same for the emulator to run a PAL or an NTSC game? I ask this because if I have a NTSC game that runs constantly on 50-60 (little slowdowns), would I get full speed if I get the PAL version? If on NTSC it doesn't go below 50. In other words, will PAL games play "faster" on PCSX2, supposing the game's PAL version is compatible and works?
