Your CPU is simply too slow. You could crank up the speedhacks, but I doubt it will work.
Get an upgrade, or stick to your PS2.

So no possible way to play with out lagg? it's like i get around 120fps outside battle and i get it and it goes to 60fps and is starts chopping like not slow motion normal motion but chopps picture

You can try tinkering with speedahcks. Bit.
But it´s highly possible you wont get full speed whatever you do.
Better keep playing on your ps2

I thought Vsub Has a guide that he tweaked PCSX2 for CPU's that are less than 2.0GHZ Dual to work fairly decent.
I5 3570k 3.4ghz| 4GB R9 290| 8GB DDR3

Tekken 5 is pretty heavy though. It's not as bad as something like Ratchet and clank or burnout 3, but it still requires a decent cpu. Sadly the OP's cpu is just far to slow.
