Yes it was fixed in Gabests plugin, however you shouldnt still be struggling to get full fps in FFX, it should be pretty much constant.

Maybe we've missed something, the 8400GS is an Nvidia card?... So, why were we discussing an ATI bug?

I'm unable to run FFX at full speed but it's playable. 40-50 FPS all the time and rarely drops to 30. I have PCSX2 Beta with all the speed hacks as well/right settings. FFX I hardly noticed a diffrence, Avatar the last air bender was unplayable I had it going at like 5 FPS before and now it's at 10-15 FPS same with a couple of other games. I noticed a small increase in KH1/2 and they're playable like FFX2.
I think it's my GPU so I'm going to upgrade that next whenever I get the time not just for PCSX2 but for other online games. Thanks for all the replies guys I appreciate it.
