Okami very low FPS

As the title says,my okami iso runs very slow (9-23 FPS).I have
Win7
AMD Quadcore 3.2 GH
AMD A8 HD DIrectX 11
4GB RAM
My EE says 15%, but my GS usually runs at 100%.
I tried all Speedhacks in different constalations and it didnt make it better.
My plugin is the Direct3D11 software, because otherwise there would be black spots AND low FPS. Is my PC too slow?

Your gpu is the culprit here...
Software mode is your best solution until you can afford a better gpu.
