Optimal settings for a semi weak PC?

(CPU-Z sees me @ 1GHZ when its really @ 2.5GHZ)

i have a new build in teh works for a previous gen i5/i7 System
thinsg that'll change betwene this/ that, 4GB DDR3-1333 Ram, and (when i find one) i5 or i7 Prev gen CPU

OS: windows 7 Ultimate x64

You should be using the GSdx that came with 0.9.8.
If you build an i5 system it will be staggering faster than this build

i just need the cpu i got everything else,just every time i 'm ghoing out i get bombed by bills/rent unforseen expenses

You can try the speedhacks that say "recommended" beside them EXCEPT MTVU as you only have 2 cores. GSdx hardware mode with Direct X 11, native res or 2x native at most.

MTVU gives some speedup on some games with some dual core systems. There's no reason not to try it; it's not like it's going to kill your dog if you use it on a dual core system.

as terms of the new build i have ready in hopefully 2 weeks from this friday,

THat CPU won't be much faster(for PCSX2, that is.)

well i finally Just placed teh order for the New System,

Gigabyte GA-990FXA-UD3 Motherboard, and a AMD FX-4100 Quadcore (Bulldozer) @3.6GHZ wasnt able to afford the extra 4GB Ram,

Will this do much better?

That was a pretty bad choice for a new PC, but yeah it will do better.
