I get it when im trying to run a game.
What its means?
And what to do?

it means you have an error with CD/DVD plugin.

seriously, can you please add precisions ?
pc specs, plugins settings, pcsx2 version, some screenshots ?
CPU : I7 2600K Oc'ed @ 4.2Ghz
Mobo : Intel P67 southbridge
GPU : NVIDIA Geforce GTX 750 Ti
RAM : 6 Go

Is the image used by some other program(for example mounted with daemon tools)while you are trying to load it by using the CDVD plugin Linuzappz ISO
If it is mounted,then unmount it and try again.

PS. Pcsx2 0.9.6 is really old,the newest beta work a lot better.

Didnt saw that asking for bios is not allowed.
So i back to 0.9.6 and now i get Out of Memory.

There is no support for priacy, read the rules.
