i thought that the minimum requirement is

Minimum
* Windows 2000 or newer/Linux OS
* CPU that supports SSE2 (Pentium 4 and up, Athlon64 and up)
* GPU that supports Pixel Shaders 2.0
* 512mb RAM

then why can't i start it??[/align]

You can start in SSE2, but the AMD's don't support SSSE3!!!!

What's so hard to understand?

They support SSE3 which the plugin DOESN'T use.

Lest say it simple.
Your CPU doesn't support SSSE3 and to use SSSE3 you need to buy CPU that support it.To use PCSX2 you need CPU that support minimum SSE2(your CPU support it) and since your CPU supports up to SSE2 instructions you can't use the SSSE3 nor the SSE4 versions of GSdx...use the GSdx SSE2 version and it will work.
