CPU : I7 2600K Oc'ed @ 4.2Ghz
Mobo : Intel P67 southbridge
GPU : NVIDIA Geforce GTX 750 Ti
RAM : 6 Go
maybe our cpu.
"Recommended Processors:

Intel Core 2 Duo / Core i3 @ 3.2Ghz or faster
Intel Core i5 / i6 / i7 @ 2.66Ghz or faster
AMD Phenom II / Athlon II (X2, X3 or X4) @ 3.4Ghz or faster

His processor will run the emulator just fine, speed will be an issue though. There is no problem running pcsx2 on win7 64bit so there is something else messing with you. But as jesalvein said you need to post more information or there isnt much anyone can help you with.

Actually guys I did get it to work. But yes, speed is an issue. It runs at or around 40 fps. And also the screen shakes for some reason. So im assuming there is nothing I can do to boost the speed up? or get rid of the shaking?
enable bob tff interlacing to get rid of the shaking.
