summary of current situation is now here
what I had to do was download the very first fireshock and vigem programs, install those, plugin my controller and let everything set itself up, then get this VDX (x360 to vigem demo) app, run the x64 version as admin, set the controller emulation type to dualshock 4, then tested everything out in the latest git build of pcsx2 and dev build of dolphin
everything works, I feel stupid that I didn't find this earlier, but now I can wash my hands of scptoolkit forever; it helped back in the day, but fireshock and vigem is the way to go
