Yes, it's very helpful when you want to modify the value of an address which is not static or loaded dynamically due to the game code or a second elf file. Keep in mind you have to define the number of lines/patches which will be executed when the condition meets :

patch=1,EE,e0083f80,extended,0023bea0
= check 2023bea0 matches value xxxx3f80 and apply the next 08 lines of patches
