You mean on the forums? I thought anyone can create a thread on the forums.

I believe in this particular board, only higher-ranked users can create a thread. I imagine it's to keep spam/chatter to a minimum, which makes sense for a board that's supposed to be as productive as possible.

I will try to add documentation directly in the PCSX2 wiki next time. I think it might be better to put some link in github to redirect to the PCSX2 wiki.

I've tossed the pages around a little. The new home page is here. Feel free to update the navboxes and tabs to your liking (I assumed that blog articles will remain untouched and separated them from the rest of documentation articles). I'm not sure if what I did with navigation is the best way but I tried...
