Direct sound alone should solve the problem. Or in portaudio choosing exclusive mode.

The other hints are a bit off the road or?

was for trying up a little the FPS (frame per second) he said the game run @ 35 FPS isn't so good when PAL games run @ 50 and NTSC @ 60....

" in portaudio choosing exclusive mode"

Yes that solved my problem....but the sound is slow(like the game) and its choppy Sad

edit: The sound slowed down the FPS by about 5-10 BUT only for fist 10 minutes, its back to normal again... about 35-40 fps

is there any way i can increase my FPS?
im using DX11 software mode since the game cannot even start at hardware mode.

As it says, it's laggy. You can use Async Mix for the sound to work better.

Intel Core2 Duo T5450 (1.666 GHz)

GPU:
Mobile Intel® 965 Express Chipset Family (500 MHz)
GPU-Z Validation

RAM: DDR2-666 (2 GB)

Not a gaming PC, but I'll try to get a better one in the future.
